Capitalism - truly there is no better system.
I have long been an advocate that a trust fund must be established before a mining or energy project is started, sufficient to re-naturalise the space and address contamination and safety concerns. But naturally, that’s not popular with the corporations. Instead, governments and non-profits are left cleaning up abandoned oil wells that spew tons of CO2 into the atmosphere. Infuriating.
