I know this is a dumb question… But i cant really aford a vpn like at all, is it possible to torrent without using a vpn in the USA or will i get in some trouble and go to jail if i torrent without a vpn?

I have been looking for a US ISP with balls to ignore their obligations under the DMCA since the DMCA was implemented.
If the number is excessively multitudinous, feel free to leave out an dial up providers you used back in the late 90s/early 2000s. You can also leave out any ISP that has since merged into another, or gone out of business.
